Take the nut off the threaded thingy

 

x2 to big ole vise grip and heat. Get the vise good and tight... Might try banging on the vice with a hammer to get the impact force effect.

Vice grips blow imo but I do have 2 sets in my truck in case a brake like or similar needs pinching.
