Complete newb here. Always had a RWD and AWD vehicles. If I go into 4HI or 4L, can I switch to the different gears? D, 4, 3, 2, 2L?

Also, when towing in 2WD, should I tow on 4/3/2 etc?

Yes you can switch gears any time , however keep in mind the gear you select is the highest gear that the truck will shift up to , not the gear it will stay in

When towing , generally leave it in D unless it is hunting between D and 4th , in that case shift to 4

Yes you can use the different gears when in 4WD. When towing D is best unless the transmission starts seaching for a lower gear... then drop into 4. In 2WD use the gears for engine braking when going down steep hills. In 4L use DAC and drop down into L for steep decents while offfroading.
