    I"m not sure if this will solve the entire issue as the hub centric comments could be true too, but when I had my '05 4runner, I had to have the new tires on stock wheels (BFG Long Trails) road force balanced to relieve steerting wheel vibration. I researched it and this was a common problem on 4runners and Tacoma's. So, this might be a cheaper first step to just get the tires Road Force balanced first. Toyota dealerships and most tire shops should be able to do it.
