Is steering shake definitely related to mods?

I picked up a set of Gorilla rub rings from discount tire a while back. Vibrations gone. Size 108-106.1.

 

I"m not sure if this will solve the entire issue as the hub centric comments could be true too, but when I had my '05 4runner, I had to have the new tires on stock wheels (BFG Long Trails) road force balanced to relieve steerting wheel vibration. I researched it and this was a common problem on 4runners and Tacoma's. So, this might be a cheaper first step to just get the tires Road Force balanced first. Toyota dealerships and most tire shops should be able to do it.

 

Bingo. that's what mine are. minus being Gorilla brand but the same size.
