But some dogs are inherently violent.

Some dogs, at no fault of the owner, will attack when they feel threatened. Take for instance my 3 year old cousin a number of years back...my grandparents had a collie for a very long time. All of us grew up around it, it never caused an issue, my grandpa trained it perfectly.

One day, on a camping trip with the extended family, my cousin laid down with that dog and it reached over and bit her face. Never once had that dog been aggressive towards anyone.

Owner issue? Or dog issue?

owner could have done steps to ensure that did not happen

 

many things...did the dog do anything wrong? IMO, no..he was protecting his owner.

did owner do things wrong, obviously yes. many things

did the officer? debatable..protecting herself and other officers, done. handling the dog humanely, not so much.

hope the owner's happy...dog's blood is on his hands
