Ok, In that context.
This was one dog not in a pack, and defending the owner, the cop was the agressor.

You guys are all high. The dog barked and kept his distance until he sniffed whatever it was on the ground. The cop reached for the leash then the dog snapped. Its plain as day!

Ehhh...I'll give him that one. The owner was being surrounded by guys and pulled/lead away...Dog reacted, but because the owner failed to secure the dog...That reaction put the dog in an attacking position.

 

That was my point.

please watch the video again, start it at 3:00. I watched it again so i was solid in my opinion. The dog kept his distance and was not aggressive until the cop reached for the leash.

Barking does not mean attacking. Thats the only way dogs know how to communicate. My dog barks at me all the time. I dont shoot her.

Not willing to get bit is contrary to your assertion. Never had any penetration, I think because the dogs purpose is to send a message. You respond appropriately
and they're ok. Granted, I wasn't being handcuffed, but the approach is similar.
Owner made it difficult for cop, he made a bad choice.
That dog we saw in the video was not the menacing dog you had, it was happy and until it saw a threat to owner was docile.

 

The dog was not being aggressive! barking it not attacking! yes leave the damn dog alone. If it caused any problems and attacked on its own accord then yes handle it. But they forced it to make an aggressive move.

 

From what I saw they all blended from minding their business a bit, to the dog making a move and the officer too. either view can be supported.
