I am considering purchasing an elite bumper soon but I'm not sure if having a body lift will cause any problems when it comes to installing it. I have the brackets that make my stock bumper sit where it should but I'm not sure if it will look weird or not or if it will bolt up to those brackets?

This ^^^ I believe Tim can make them for Body Lifts you just have to let him know the amount of lift and he can adjust it in the brackets I think

I have the brackets that extend from my frame to my bumper now so would he still have to extend the brackets?

No problemo. Step side shouldn't matter the only thing that could change is if you are getting a rear bumper
