It would be nice if "government" would study, and do something about it, but whose government? USA, Canada, some European companies and a few others might have an interest, but the rest don't seem to give a damn.
I don't know if global warming is true, since I have seen arguments both ways, but deforestation definately changes things, and someone should step up and lead. Not sure who...

By government , I meant governments of the respective countries but you do bring up a valid point that there needs to be a global cooperative plan to share research and reaction costs / effort

Yes, It's a global problem. Just addressing it in small isolated areas will just be a waste of effort.
In college we looked at a case study of the Negev desert where they planted a bunch of trees and other vegetation with irrigation piped to it. Within a few years it started to rain there and that part of the desert started to flourish even without the irrigation. The moisture from the vegetation and irrigation caused changes in the air that caused clouds to form or be attracted to the area causing it to start raining after being a desert for centuries. (Short summary of the whole deal)
Those principles need to be applied globally.

your government can study it and share the results with the rest of us.

we are broke from bailing out car companies...and handing out free cell phones and cheeseburgers.

It's gonna cost more later if there aren't strategies put in place now to deal with changes in food production for example

The US government doesn't have the $$$ to put into something like that, they have debts to pay, and they can put a little of that money they saved not doing the BS studys, into making sure only the people who need welfare get it.

you mean strategies like burning corn for fuel as an ill attempt to head off climate change, instead of feeding people with it. those kind of strategies?

Doing studies on rainfall, soil, and emissions, thats what private companies are for, if a city wants to know they pay the company for the results, the citys who don't want to know don't have to pay.
