    This. Our law system is biased towards criminals, so police have to sometimes come up with creative ways of catching criminals. Sucks perhaps (no pun intended), but it is what it is.

    If we were arguing maybe BS speeding tickets for revenue generation vs. actual crime fighting I'd be right there with you. As a parent, though, I don't want to have to worry about my kid running afoul of anyone getting a BJ just walking through the park. Is it as bad as gang violence? No, but it's a definite concern, and in terms of ease of cops dealing with it, it's "low hanging fruit" compared to breaking up a drug ring.
