Please Read; Safety Check Oahu

So I have been told that the standard for the safety check station have changed. They will now take 6 pictures of your car and have your license number letter on the safety sticker. Something like the Reg sticker. Can someone confirm this and go more into detail about it thanks.

And the cost of paradise is going up but it wont prevent having your stickers ripped. In a way, it's a hassle for the stations since they gotta update things, but will make the paperwork part alittle easier as they dont need to fill out the form, file the white copy monthly nor store the blue copy for atleast a year. On the other hand, us guys who like modified things are getting fucked up the ass cause the state is greedy and we wont be able to have anything legal to operate on the road way. If we choose to run it, get pulled over, its a double ended dildo being shoved up both crevices. As it is now, I cant afford registration and insurance...it's already hard enough to get my safeties done.
yeah guys, dont even think of doing any aftermarket bumpers cause that shits illegal...allpro, arb, any home made tube or steel plated bumper is illegal. smittybilt tube bumpers arent even allowed to pass safety. just have fun trying to get your lifted truck passed if you dont know someone just cause a shop can say, "liability" and point you to the door. fkn A.


should force the state to require all counties to change over to marked cars and let owners with multiple vehicles have a flat fee for vehicle registration...cause I sure aint driving two of my cars at the same time. i fucking hate living with laws, but hawaii is home and my tax money goes to fund others who dont wanna work as hard as I have to just to survive....damn it

 

Well that doesn't sound good but look at it this way...atleast you aren't paying $500 a year for registration renewal like in CA...

Not sure what this is... Someone just got an updated Recon with his plate bumper. Lifting a truck can still get safety, you just need recon? Is the above referring to those who lift the hell out of their truck, have their tires sticking 3 feet out, and don't try and get recon??? Passing recon = getting safety 100% of the time (as long as the stuff on the recon paperwork match the stuff on the truck.

 

Nothing wrong with a front plate bumper just went today to update my recon papers. The guy said it is ok as long as you get recon paper you will be ok. I even asked about high clearance rear bumper, he said it was ok as long as it has rear mud flaps. So don't know where you got your info from. The guy from recon was very helpful for future mods for me. If you have a recon sticker and you add stuff to your truck just update your recon paper does not cost anything to update the recon paper as long as your sticker is in good condition.

 

Quickly looked up, but I do remember something in the HRS about it needing to be DOT approved and within manufacturers specs...however, this one that ive found says differently from what I remember...this is regarding bumper height too. So hey, can do it from what this HRS says. I remember the p.o. in charge of regulating pmvi stations on bi said specifically that "homemade bumpers or aftermarkets such as smittybilt would not pass. Also, tow trucks with the large flat steel front bumpers we couldnt pass. The bumpers that were aftermarket wasnt performed in a crash test so it was said theyre "non compliant". Not saying that people cant get em legal, its just that it can be used against you to pass a safety check station. If I had to fail you, I could say its for liability. Other reasons would be if it protrudes farther from the body or if they block headlight or tail lamp view. You also need to have lights mounted illuminating the license plates and both license plates have to be securely fastened(however I think that was definable as 4 zip ties that held your plate in a firm place, id pass...any movement of the plate, side to side or if it swung, it'd fail).

The whole reason why ive done tube and steel plated bumpers on my bronc and taco was for me to be safer and less damage on impact...if I had my stock bumper when I crashed my truck a few months ago, it'd be smashed in like a pug.


HRS 291-35.1
" Maximum bumper heights of motor vehicles shall be determined by the weight category of gross vehicle weight rating (GVWR) as measured from a level surface to the highest point on the bottom of the bumper. Maximum heights are as follows:

Passenger vehicles 22 inches 22 inches

4,500 lbs. and under 29 inches 29 inches

4,501 lbs. to 7,500 lbs. 33 inches 33 inches

For any vehicle with bumpers or attaching components which have been modified or altered from the original manufacturer's design to conform with the maximum bumper height requirements of this section, the bumper height shall be measured from a level surface to the bottom of the bumper. The vehicle frame rail, measured from a level surface to the bottom of the vehicle frame rail, shall not exceed the attached bumper height. The maximum distance between vehicle body to vehicle frame rail shall not exceed three inches. The distance between the vehicle body to vehicle frame rail shall be measured from the vehicle body mount seat to the vehicle frame rail mount seat. "Bumper", for purposes of this section means a horizontal load bearing protective system installed on a motor vehicle which is constructed of sturdy materials that will not shatter or split upon moderate impact and provides adequate protection against damages to the front and rear external lighting and reflective devices, hood, trunk, doors, painted surfaces, cooling system, exhaust system, and other components during a low speed impact. Any vehicle that exceeds the Vehicle Equipment Safety Commission - Regulation 12 recommended bumper height, based on the gross vehicle weight rating, shall be equipped with an audible reverse warning system. The audible reverse warning system is not required on any open cab vehicle with a distance of less than four feet from the rear of the driver's seating position to the rear most part of the vehicle body. "

In this HRS its stated differently...it was updated in 2010. In there, it states body lifts over 3"s are illegal(hooray) and bumper is defined as a horizontal load bearing protective system. You like how your bumper is supposed to be equal in height with frame rail. tell me n ot most asian mini trucks dont have a bumper which brackets drop it farther down from the frame rail. lol.

you Oahu guys kinda crack me up...try going in there with a modified honda for recon. Im sure youve heard the horror stories...then I know kids that go college there and ship up there lifted trucks and pass recon with fender flares and garrans blown shocks. Recon guys are there to make sure your vehicle was modified correctly, so hey, if they let you have a front plate bumper or a tube one then so be it because they can tell whats made correctly.
I know Big Island is more lenient on shit and ive let things fly, but this is just the beginning of getting modified cars off the road and more expense tacked on to our lives.
One other thing with them wanting to take pictures....you can pass with stocks, but your bumper height goes up and you get pulled over then bam, scrape your sticker and tickets(or maybe warning). If they take pics, then have fun fighting the ticket and man up, youre paying the government.

 

i give you guys a little heads up ( this isnt for just oahu is state wide) will start nov 1.

new sticker will be custom printed at the station at the time of the inspection. it will have the license plate number/ vin number/ and inspector shop number. they are doing this to get rid of paperwork and go into online stream with the DMV. So no longer will you get a letter for registration renewal yet ur safety is "expired" which ment the DOT was behind on the paperwork process. It used to take 3-4 months after you get your inspection done at a shop to when the DOT processes that info into their database. now it suppose to cut that out. Also they are doing this to weed out the so called "bad apples" in the inspection program. illegal trucks/cars will be almost impossible for them to buy under the table or $50-100 dollar safety/ hook ups etc. Now the stickers will have the inspector number and shop number printed on the sticker. within seconds DOT or HPD can see who gave the inspection safety sticker. With that said the bad apples arent going risk the chances of getting Fined.

The photo part:as part of the new inspection process 1 photo is required of the vehicle front or back but it must show a License plate. for every Failed item they are required to photograph the defect. this is to protect the inspector as well as liability.

the increase in price is to cover the 3rd party company who is running this program for the state and the additional time required by the inspector to do this whole process.



this is pretty much happening because people complained about the long lines at the DMW, Stolen stickers, vehicles without recon still getting inspections passed even though they require it.

makes my stomach turn at the thought of becoming more of a criminal just cause I cant drive a vehicle that is deemed safe.


fucking p.o.s.'s can run lifted DLNR trucks with slightly larger tires and aftermarket rims but my salty ass gets to watch my back while I try to get to the the trail to go fishing or get to that remote area on the mountain.

I thought they could pull up who gave the inspection just by punching in the number off the sticker? And the additional cost will go to a 3rd party...wow..

right now the safety check sticker numbers are logged under your vehicle at dmv, cops couldnt pull up that info before. DMV has to look up your vin or license plate, find out your sticker number, then go thru there files and see which station they issued the stickers to. The only thing that comes up right now when a cop runs your plate is when your sticker expires.

 

For oahu guys.. this shouldn't be a problem if you get recon and keep your stuff on that you got recon and safety with correct?? Those that switch out right after recon/safety is another issue.

For outer islands guys, this will be more interesting. Because you guys don't currently have a recon, are they gonna create one? If you have a lift and have been going to get safety all this time (without switching crap out, and not going to your friend) nothing should change correct?? You should still be able to get it no problem???

 

the additional cost is for the 3rd party company to run the program they are providing all the equipment to all the stations at no cost to the shop.

now hpd can look up on their own laptops on the field type in your license plate and see if who and where gave you the inspection as well as what did it look like at the time of inspection. if your not then hello nice fat tickets
