Yes it will fit on a 12, yes spare tire will still fit. Any vendor of an off road bumper can't really rate there towing capacity just for liable reasons but I've towed a 12 foot dual axle horse trailer with a horse in it so it held that. And no you can't use the factory hitch with it. Mine has a hidden hitch behind the license plate
