Don't know about "need" but it was recommended by SDHQ, using a dry or PTFE based lube. Best to check with the manufacturer on what maintenance is required.

Was told I need a new driver side caliper.
I was under the impression that calipers could be maintained and shouldn't go bad.
Anyway the issue is when the tire rotates part of the rotation is smooth and the other part is getting snagged which slows the rotation. That's why I've been feeling a slight resistance at takeoff from a complete stop.

So... Should I need a new caliper or should I be able to fix it?

Sounds more like a warped rotor to me.
When you brake, does the truck pull to one side or does it stop evenly?
If it's not pulling funny I'd say the caliper is fine., But maybe the mechanic saw something else.
