    Straight out of the FSM for a 2000 Tacoma. It should still apply to a 96 too.

    Yeah that's what I had done when I installed my shocks. A few months later I noticed the truck wasn't handling right, so I crawled under and sure enough the bolt and washer were gone. Im hoping thread locker and torque will work this time

    is 19 ft lb safe?

    I checked the service manual and these numbers are correct. But 19 ft lb is less than the torque on the oil drain plug...

    Well, the oil drain plug threads are soaked in oil and it goes through hot/cold cycling, so it doesn't surprise me that it has a higher torque. The rear shock nut/washer compresses a rubber bushing in the end of the shock (at least on the 2WD), so it's not comparable to the oil drain plug.
