only the treads need to be fully covered. i figured on outer islands they would be even MORE laxed...try go to a non chain place to get a safety. I bet the big guys like goodyear are real sticklers for policy.

On Oahu, may need to get recon with your garden edging then go for your safety. Just safety with edging (without recon) I would't know about..

best to stop by and ask. if the edging is because you changed tire size, you will probably need recon.

I got the new safety earlier this week and they checked over all of the recon paperwork.

You can change tire/rim size and NOT need recon if its the ONLY mod.

but as soon as you do any other mods to suspension you will need recon which will record the size of your rims/tires.

the other day my friend was pulled over with garden edging that over covered his tires. He was warned for not having mud flaps.

I told em to continue running it like it is, his truck didnt come stock with mud flaps so it cant be required.

I don't know about on Oahu but here on the Big Island you can use the garden stuff it is legal I called dmv to confirm it before doing mine. the law doesn't specify what it needs to be made out of just that it has to cover the tires. I also like to keep a copy of the law in my glove box so if I get pulled over and it's questionable I can show the police officer that.

i just saw my 1st lifted truck with the new safety check and no recon.

it was a 1990ish toyota truck with blocks in the rear....

    must be grandfathered? <- sarcasm

i was wondering what was going to happen with these 80-90s trucks that have been lifted since new and noone bats an eye at them.

Finally got my safety done - I did have to remove my stickers off the back window (which the guy did for me). I didn't try to fight it but he said in the pictures they can't show any stickers on rear widows - even though you can tint them as dark as you like. Here's the new wheelz:

    I kinda doubt it.

I've seen a bit of cars with new safety checks with stickers.

Yeah, I know of other people that didn't have to remove stickers, but it's only stickers and my safety was due in 3 days. Atleast the guy was super cool and asked if it was ok to remove them, I said shoots and after just threw some monetary love his way. In some other threads the inspector tells them they need to remove it themselves so I feel lucky.

you can, but have to box-weld the frame...recon is real touchy with that too.

They might have even changed this again. Might want to call before touching the frame.
