    Fog lights aren't necessarily meant to project the distance that headlights do. They're more for the peripherals and illuminating the area to the sides of the front of the vehicle, namely so you can see the edge of the road and center lane.

    Amber is used because yellow absorbs light grey and blue light, which is what's illuminated and refracted by your normal "white" headlights in haze/overcast, fog, rain, low light, etc. Provides better clarity and definition, and the strain on your eyes is much less. Jon can chime in here, but pilots use them for flying for those reasons.
