    Most of the steel used here in the US is made in China to begin with. We sell them our scrap steel, they smelt it to produce "new" steel, and sell it back to us. Their raw material costs are lower because it's their steel to begin with and labor rates are stupidly low. Transoceanic shipping is becoming rather inexpensive also due to it being the main mode of transporting goods and the introduction of larger contained ships.
