I noticed I'm low on power steering fluid and where the soft line meets the hard line on the rack I see some leakage.

Jace is it just one of those tension clips? I was wondering about cleaning it and using a hose clamp for a better seal?

u talking the high pressure line? hard aluminum small line turns fat and soft? they tend to leak there quite a bit.... if its just a seap, i personally wouldnt worry about it. just top it off and go. but if it gets out of hand then yes replace it. i probly wouldnt clamp it. if u put pressure in the wrong place, might make it worse
