    I'm sure he did say it in expression for his frustration, but I wouldnt put it past anyone to literally use it. Prosecuting criminally, a statement like that sense is the same as that 14 year old girl from Europe tweeting on American Airlines. There have been many cases where people have threatened to use chemicals and succeeded; on animals and humans.

    Volts don't kill. Amps do. I don't know what the threshold are on animals, but the bigger they are the harder they fall. Gone through riot training and stunned each other, stunning is a good idea.

    FYI there is a difference between a "Taser (TM)" and a stun gun. Projectile based vs contact based.
