Only marinas in my area and since I can't pull into the slip with my truck I'm out luck.

My last fill up I averaged 22.75 and that was with only 3900 miles on the truck. I have tracked every fill up since I have to and the lowest so far is 19.80 on one tank. The rest have been consistent between 20.50 and 21.75. The oil I just changed to full synthetic so I expect the numbers to be closer to the 22.75 regularly. Truck is 4 dc.

Not including the 100+ octane racing fuel (cost FAR exceeds any savings), those are all either marinas or "private" corporate-only outlets, either by the drum with no pump, or on a corporate "fuel card", not available to the general public.
The Blythe/Parker Oil report is suspect... and even outside of CA, the Love's in Quartzsite is listed but I was there a week ago and could not find any E-0 references on the pumps... my MPG on that tank was unremarkable.
However, I had 3 tanks in a row that were over 26... only one of the three stations was listed on Puregas (Sam's Club in Roswell).
The other two stations were the Chevron in Ft Stockton TX, and the Maverick's in Holbrook AZ.

Even if the Parker Oil report from Blythe is accurate, NOBODY buys gas in Blythe.
When gas is $4.15 in Los Angeles, it's $4.85 in Blythe, and 30 miles away in Quartzsite, it's $3.45.
I can't imagine what E-0 would cost in Blythe.

So no... there is no E0 available to the general public in California unless you are willing to pay in excess of $5/gallon for "racing fuel"

Even in a light weight Tacoma such as my X-Runner, I average 17.0-18.2 with mixed driving, with a/c and no hills. My last tank was 17.0 dead on. I'd say that 70% of that tank was local and the rest highway going between 70-80 mph. I seem to get about 20 mpg 100% highway with a/c if I cruise between 68-74 mph and I'm gentle with all throttle inputs.

Todays fuels are part of the equation, my 2014 V-6 AC 4x4 will only get 18.5 at 70mph hwy driving, and 14-15 around town.. Our 2014 Mustang V-6 will get 30+ Hwy, and 24 around town, both using the same fuel at same speeds, (also makes 80% more hp and feels like twice the acceleration). That said, Tacomas are flat nosed (trucks?) because of the present design (they are what they are) do ok if you are not needing a full sized truck. Toyota really needs to redesign the V-6 for more HP, Torque, and better fuel economy.

Speed is an absolute killer, especially in a pickup, which has the aerodynamics of a house.

Check my fuelly... 26+ for 3 tanks in a row from Ft Stockton TX to Quartzsite AZ (ethanol content definitely had something to do with it, BUT my 26.2 and 21.8 were both on the same fuel from the Ft Stockton Chevron).
The crappy tank at 21.8 was my refueling in Austin, which covered the trip from Ft Stockton to Austin. We were bucking a STRONG headwind, and despite holding my speed down to 60-65, I couldn't get the Ultragauge above 20mpg until the weather cleared for the last 60 miles or so. Ended up at 21.8 for the tank.
Likewise, refueled in Quartzsite and headed into California into heavy afternoon winds... I'm looking at 20 on the UG right now, and I don't anticipate it getting to much over 21 after tomorrow's drive to work.

Adding a "moderate" 20mph headwind causes you to use nearly as much fuel as if you were driving 90 instead of 70.

The sweet spot for most vehicles, especially pickups is 55-65. Any slower and you're fighting the trans dropping out of OD and the torque convertor unlocking. Any faster, and you're just pushing air out of the way.

I get 19-20 mpg if I set the cruise control at 65mph over at least 80% of a tank. Around town I do 5 miles city 10 miles interstate to work and I get about 16.5-17.5mpg typically on that with a manual SR5 (non off-road) v6 access cab long bed with stock dunlop tires at 35 psi and 70 mph on the interstate.

Wind is also a big thing, aerodynamics are a bitch. If going into a moderate or worse headwind my mileage drops 3-5 mpg at highway speeds loosing more the faster I go which makes sense as our trucks are like driving a brick through the air, aerodynamically.

Buy a motorcycle for commuting. :D

I was getting 21+ till I changed my tires. The stock size leaves you traveling slower/shorter distance than the speedo shows. Once I went to 265/75 16 my speedo is correct (checked against gps) and now I am 19+.

Note that window figures are tested at maybe 65mph, not the speed people drive on the interstate, usually 75-80.
