Zombie attack vehicle written all over it! And not to mention the fact that he has his own arsenal of weapons and wants to join the HPD. He's hiding something from all of us, and no one can see it...till now...

Technically you are legal if you keep them locked in a case. But that won't stop anyone from steeling them. Just keeps it legal having it locked up where someone can't stumble on it and use it without breaking into the case.
