    Nope. Elements requires an Adobe RAW plugin to be able to open .cr2 files. Mine will open the ones from a 50D and earlier but not from a 60D and later.

    Basically, elements 7 is too old. The first version that can open 60D .cr2 files (with a compatible plugin) is version 9. Kinda sucks. Its how they get you to upgrade.
