How is this a waste of tax monies? The vehicle is probably one that is old and went off line. It is costing essentially ZERO to park it there and have SOME deterrent effect against speeders or whatever traffic issue is happening there. Better than nothing right? A cop sitting there will be far more expensive. And as far as "blocking the intersection, past the line..." come on really? One: a dummy is driving (ha!). Second, clearly they put it like that to get it out of the way of moving traffic as much as possible since it is not a moving vehicle. I can see people pulling up behind it and waiting HOURS for the "cop" to turn right. They won't honk or go around it because it is a "cop"!! With budgets getting cut, YOU come up with a cost saving idea that is better than this!

    ^^THIS.

We do it in our area all the time. We've been getting hit with residential burgs quite hard and considering budget cuts and limited resources, this is a great idea. We also have the usual speeding problem and whatnot. We park a couple decoy cars across town and so far it seems to be helping.
