Rained its ass off today, left work to go to lunch and the the first and second relight i came to had the ABS going off and the front end diving. Are the factory pads prone to being a little overly sticky when wet. Got back to work and wanted to give it good test so i braked hard on some gravel and noticed the rear drums were locking before the front did. Sometimes i could get the rear to lock and not the front at all.

    Sorry still new to Toyota.

I prefer a premium for the additional coatings they provide. This isn't for the breaking surface but all the other areas the pad don't touch. ie the shoe and interior of the rotor.

anytime you roll through water the pads slip until they dry then dig in and stop sharply.

nothing to worry about and this is why you should ride the brakes when driving through water. personally I think it helps clean out the brake dust and is a good thing they grab

the rears shouldn't lock up before the front if they are drums in the rear.

you may need to adjust your LSP bypass valve sending too much brakes to the rear or you could have glazed front pads that aren't gripping correctly, you should inspect them.

It is common for drum brakes (rear), to become "sticky" after a little surface rust developes. I notice that my rear brakes tend to grab after a rain.
I've never had the abs light come on due to this, but when I first feel it I typically apply a little brake pressure until it clears up. Air brakes (semi's) are real bad about this.
Make sure you don't have a leaky wheel cylinder, and if they are dry, it should be ok.

Gents, i appreciate all the response. Put her up on a lift and good news. Rear drums and shoes and wheel cylinders look just fine. PO installed aftermarket pads upfront and glazed over the rotors. Did a brake fluid change, turned the front rotors and waiting on my new pads to show up.

The truck hadn't sat but 7 hours while i was at work so rust shouldn't have been the issue. I will say i set the parking the brake at about 40mph for 500m to give them a good cleaning. They where not a issue this morning before tear down. I have to do this once or twice a year with the older BMW's to keep the parking brake working.

If someone could point me the direct of adjust the LSP valve incase this doent resolve my issue?

You need to adjust your rear brake proportioning valve. Lower the valve to increase breaking pressure towards your front brakes. Careful not to lower it too much or you can put too much stress on the front brakes and warp them.

if you have "iffy" front pads then that could be your whole issue, if the front pads don't grab then the back ones have to do all the work and that could be what you are feeling.

if the rotors are smooth as glass you might want to get then turned or just replace them (its never a god idea to try to "scuff" them), they are only about $30 each and well worth the peace of mind knowing they will grip better

You can replace your valve with a manual one:
    http://www.off-road.com/trucks-4x4/project/project589.html
    http://www.summitracing.com/parts/SUM-G3905?part=SUM-G3905&autoview=sku

    You can try this:
    http://4crawler.com/4x4/4R_suspension.shtml#ProportioningValve

Or you can adjust the lever located on your axle. just loosen the two nuts and adjust up or down depending on what you want. Tighten both nuts when done adjusting.

Adjust up to increase rear braking power
Adjust down to decrease rear braking power

on mine the boot you see in the picture is split at the compression rings which I assume is nothing to care about so I really don't know
