Hey does anyone know if it is possible to tap into the rear camera and install something that makes it stay on while driving and record?

One thing i wish Toyota did was put the back up camera video in the Touch screen. But Oh well

I'm pretty sure it is against the law to have a video running in the dash while driving down the road in many states.

I had a Kenwood deck in my last vehicle and I could play movies in it, a cop buddy of mine told me it was illegal. Back is ok, front is a no no.

This is not the case, for example newer motor homes are putting cameras in addition to left and right mirrors. Think no blind spots. And they have been running rear cameras forever.

That said I don't think the in mirror display screen is really built to be on all the time. When I was laying out my rear camera view lines http://www.tacomaworld.com/forum/2nd-gen-tacomas/289434-rear-view-camera-mod.html the mirror got very warm to the touch and eventually turned off by itself.

That may be one of the reasons why Toyota moved it to the radio. There isn't enough metal in the mirror to dissipate the heat of a small screen. Any bright display is going to generate a ton of residual heat.
