    With the govt needing funds, they should increase the fines to $5000 for first offense, $10000 for second and $20000 for the 3rd etc etc for dumping like that making our lands like garbage. The same goes for cigarette dumpers. Then USFS can camp out at the entrance and exits and fine them. Guaranteed it'll stop them morons by hitting them where it hurts sadly.
