I have a plan for next weekend. I'm going to get some marine clean, metal ready and one of those 6 packs of POR-15 gloss black with a rattle can to cover the frame near the wheels (to protect from UV).

My question is, do you think I should use a needle scaler to remove this rust? It's flaky in some areas. I'm sure a metal brush is normally fine, but this is Salt lake, and the roads are hazardous to metal in the winter. What have you guys done that you find works well?

Even on the 2005? Is there a time limit?

    How do I find out?

I had lighter rust areas than that , I scraped, wired wheeled them, degreased the area, primed and painted. Some areas the rust started to come back a little, but most areas still looks good.

I also started using fluid film and that stopped the rust in those bad areas.

I think if I had it do do all over again I would just use fluid film every year.

It's just really hard to get all the rust out in order to paint.

This was on my 1998 taco.

Yeah that's why I was going with POR-15 - it bonds to rust and seals it up. As long as you have a top coat in areas that get hit by the sun, it should last quite a while. I'll post pics once I'm done.
