Just putting out my guess and help out.

I know that GM, on some vehicles, had the timing gear teeth over molded with a nylon skin to keep the timing gear noise down. As the nylon aged and cracked it came off the gear teeth and caused severe looseness in the chain and the chain could jump. It happed to an old car I had .... replaced them with solid steel gears.

I remember those days! I was working as a mechanics apprentice at the time. We were getting new GM cars in the shop just out of warranty that had jumped time.

It usually happens when the engine is turned off, then doesn't crank back up.

My 74 Monte Carlo did it just like the OP. Driving along, no hurry - then nothing. Had Spark and Gas, Turned over and over and over ...

Since the OP seemed to fail in a similar fashion I thought I'd mention the issue since many
other things seemed to have been checked.

Good Luck to the OP and let us inquiring minds know the outcome ...

Highly likely a fuel pump or relay.

Jumping time can be EASILY checked with a timing light or a leakdown tester. Doesn't the OBD have a low fuel pressure error code? Is there a test/bleeder port on the fuel injection for a secondary fuel pressure gage?

Sounds like a fuel issue, start with the fuel pump like someone else stated.
