Theoretically, So it loads faster. If you let the front go first, the tiny lady trying to stuff her oversized luggage into a space that's only big enough for her purse would hold up more passengers than the same passenger doing it at the back of the plane. They don't always though. Some do outside->in (windows seats first, aisles last).
