Like the title says, my headers have mud backed on them so bad that not even the pressure washer at almost point blank would touch it.

If you have enough space to work with, how about a small metal brush?

I have this problem on my 4 wheelers exhaust. About the only way I found was hit them hard with a wire wheel or wire brush. It cleans them up ok, then hit them with hi-temp paint.

It's less Tacoma and more mod
This sounds like something that would be fixed with a little bit of sanding, using a light grit to just take the smallest bit of surface off. I don't really know of anything else that can withstand the heat (various metal polishes would do it, but they would burn off and may leave behind something worse).

Subbed for a better answer than mine...

Tacoma is stock and staying that way, Pickup is TBA as of now.
FYI, it will always be a uphill battle to keep them clean if you take your truck in any kind of mud. Just my $0.02

add water back to the mud,it will take time

and for the future a dirt bike trick is to spray everything with wd40 and dirt/mud doesnt stick well and washes off ten times easier

Baked on clay soil usually has a high pH. Try a soak with vinegar or citric acid and it will brush off easier.
