    Much of the money has to be spent or allocated in the year it's issued or it expires. They usually wouldn't have enough time to start a project with it. They'll usually carry over some to cover their expenditures for the next fiscal year to cover the time from when it's slated to when it actually gets sent out (could be months). Plus if they don't spend it, they risk having their funds cut the following year.

    A friend of mine worked for a superfund cleanup site. He said, every year around the last of the year money would flow from east coast to west coast in the hopes someone could use it before it expired.

    Mines are the same way. I worked for a company that made replacement parts for mining equipment. Orders would ramp up close the end of year to use up the rest of their money before they lost it.
