Yeah, it does but it is vinyl and really can not be used again. I do have a spare piece of vinyl if you want it to cover your bumper. Here is a picture of it unrolled:

 

Don't know, I was not really planning on parting them out. Did you want the PIAA 9005 bulbs too?
