    When a chargeback occurs, the money that is subject to the chargeback is deducted from PayPal's bank account. In turn, PayPal places a temporary hold on the same amount in the seller's PayPal balance (i.e., the funds related to the transaction are frozen).

    When looking up that chargback code, this is what you get:


    So this means that he filed a "fraud" claim with his bank. His claim will get denied because it doesnt qualify under Visa's definition of "fraud" .

    Little bit of paypal advice. You open a bank account that you use for paypal and only for paypal. When you sell a big ticket item like that the INSTANT that money hits your paypal account you transfer to your paypal bank account, and then you transfer it out of there to your normal bank account. The only info paypal ever gets from you is the info for the paypal specific account and no other, ever.

    Once that money leaves your paypal bank account they can "charge" your account all they want, but if there is no money there, well they can't get blood out of a turnip. You might have to abandon your ebay member name, and lose your paypal account, but it's a dang site better than eating a $1000 loss.

    Anyway, hope it works out for you. I've been on the wrong end of more than one ebay/paypal transaction, both buying and selling, and managed to come out okay each time. Although that doesn't negate all the stress and nail biting involved till it was resolved.

    This is great thinking, and its what alot of people do, BUT, working for bank i can tell you that wont work unfortunatly.

    Paypal will notify the bank of the chargback and the bank puts a debit hold on the account linked to paypal. Lets assume the account has a $0 balance becasue funds have been withdrawn already, that will result in an overdraft. According to federal regulations, financial institutions have the legal "right to offset" which is pulling funds from ANY other account in your name with that bank to cover the overdraft in the account if it remains overdrawn 30+ days. The only way your solution would work is to have your paypal checking account with a different bank than your own. But then you get send to collections and put in checksystems and will never be able to open a checking account again. You cant get away with that.

    And for information, saying "get him" may work aginst you. I would live to stick it to the person within the rules but its not like we are going to go jump him or anything :laugh:

    More info. ... what we don't know is if he used his debit card to pay through PayPal or if he linked his actual checking account number to PayPal. If he linked to his checking account number then his payment was processed as an ACH transaction. There are several different types of ACH transactions. This particular one would be coded as a CCD transaction which means PayPal had an electronic signature on file or authorization to charge the account. That allows him 24 hours to dispute the transaction and obviously that time frame has passed. There is no time frame for fraud. So he filed the claim as fraud, but once the bank determines that its not fraud and it's only a dispute, then the 24 hours has passed to dispute and case is closed. You win. Now, if he linked is debit card number to PayPal then it's different. That protection is provided through visa. Visa allows unlimited time for fraud, and 60 days for a dispute. Since the chargeback code is coming from visa, it appears as though he probably used his debit card to pay through PayPal in which case he has 60 days from the original transaction date to start the claim, otherwise you win. But again, he filed as fraud and the fraud claim will be denied because it does not qualify as fraud

    Your asked very specific questions to determine fraud or dispute. If you answer the questions as fraud then you answer the same questions with opposite answers your clearly lying and filing a false claim on atleast 1. The new dispute will get denied. But by that tine the time frame to file as a dispute only is usually passed anyways

    I don't work for a bank so I can't dispute that, and you very well may be right.

    The last time I had a problem was when I sent money to a guy for an item, and first got the run around, then the silent treatment, and no item. Filed the dispute and all that and won, but what I got from paypal was that I would get my money back....as long as there was enough money in the guys paypal account to refund me. If there wasn't, they'd sent me what there was and put a hold on his paypal account for any future funds.

    In essence they said if there was no money, I was SOL. If they can dig into somebodies bank accounts then how could this be? I'm not trying to deny what you say, but I want to understand the system because I still use paypal, and if there's any conflict in the future I want to know where I stand.

    I guess i assumed that linking your account to paypal and authorizing them to draft your account for payment would also authorize them to charge back. Paypal is like an intermediary bank so i would assume the wouldnt want to eat the loss and that they would foreward the chargback to your financial institution. BUT, if this is not how paypal functions and they eat the cost then your plan will work flawlessly. I guess with limited info on paypal policies and procedures Then i wouldn't know for sure. I was just making assumptions.

    This is how i got to my conclusion. ... if i give you a check for $100 (just for the sake of the story) and you deposit that check, it will clear next day because the amount isnt anything too extreme. If i place a stop payment on the check or report to my bank it was check fraud or i dont have enough to cover the check, my bank notifies your bank that the check is getting returned or is going to bounce. You bank then places a hold on 100 in your account to make sure you cant spend that money between now and when it returns. A few days later, the chargback hits, you lose the money and the hold is released.

    So i was thinking the same think would ocurre that paypal notifies the payees bank and notifies of a pending chargback so that paypal can recoup the loss from the bank. But if that never occurs and paypal eats the loss, then your golden!

    Yup i agree. It has totally pissed me off. Im more the less pissed off that i cant use my paypal account and i need to order some parts!
