    are you sure both elements are working? Turn off power open covers check for trippex resets and disconnect wires and check ohms of elements. Top and bottom.
    Also a single handle faucet thats wasted will mix water thinking you have less hot when you really dont.

    Last one I had that went out was actually leaking water from the element. The element had burned itself into two pieces.

    I'm betting you only have one element working if you're having to crank it that high to get hot water. I assume you could check it with a meter. I'm sure Kev can give you more info on that part.
