    Yup. Organised crime owns all of the construction companies. Montreal has major road projects that are still "under construction" after 20 years that the province is paying for by the hour. Everytime the RCMP dig into it they find about a dozen politicians under the payroll of the Mafia and they all get put in jail, but new corrupt politicians just fill there place.
