2.7l heater issue

    My 98 2.7l heater is only blowing hot air out the vents when the hood is open. Thermostat has been replaced cooling system flushed and everything works fine when the hoods open. When the hoods closed the heater only blows air on recirculate and cold air on the fresh air setting if I open the hood the air coming from the heater vents get progressively warmer till the hoods closed has anybody had the same issue?
