I understand the 2005-2008 frames were being replaced. Were the 2000-2004 Taco frames recalled and/or replaced? Thanks again for all your help guys!!

They had the truck for 3 weeks. The dealer provided a rental.

Apparently 2001-2004 Tacomas get the frame replacement instead of the buy-back they had for 1995-2000 Tacos.
Problem is, the 15 year warranty is void if your truck hadn't been inspected and undercoated by the dealer before December 2012.
They only ever notified the original owner of the truck about the perforation issue and the 2012 frame inspection deadline.
So any second-hand owner would most likely not know about the frame inspection being needed until it was too late.
If it wasn't for Google searching about rusted frames I would have probably paid a repair shop to fix my frame or else just part it out.

Truth is there are a bunch of people who own Tacoma`s that have no idea of the frame issues.

Very true. I just met one today after church. He 2002 Tacoma from South Carolina..had it shipped here to Wisconsin...and never heard of the frame issue. Just like me.
