A43D issues

I have a 92 pickup with a 22re and A43D transmission. Not sure how related it is to this forum but maybe i can find some help. Transmission has a strong 1st gear but will not shift from 1st. If for some reason by moving the shifter around it lands in second. It stays in second but will shift into 3rd at about 20-25 mph. Overdrive does not work. If left on it a it like it falls into a false neutral until turned off. I have had the valve body out and rebuilt. Polished all spools and all were working great. Install new kick down cable due to old one breaking after valve body refresh. Have removed and polished up the governor spool. It appears ok. I am kind of at a loss right now. Can anyone help or has had similar issues. Thanks

Have you verified the pump is working? Might need a pressure test, otherwise all signs point toward a governor problem.
