This is one of the worse peaces of junk Toyota does. They are rapping us with with their special one of a kind parts. It could be the pump or the valve. They quoted you to just replace everything. Since it's emissions related, look in your owners manual. I believe it should be covered for 6 years/60K miles, call the Toyota main office & complain. You can check if the valve is stuck, their's two bolts holding it in place & 4 screws to open it, to see if it's clogged. The air injection pump, their's a sponge that's used as a filter inside the top of the housing. Overtime it disintegrates & jams the motor impeller, burning up the pumps motor. As this equipment ages their's now more auto part manufactures that have new, used, or rebuilt parts available. It does need to be fixed, if not if it's stuck open, hot exhaust gasses can overheat the rubber/plastic pieces and causes possibly a fire. Here is a company that offers a by pass kit, but the system has to be operational to fool the ECM that it's system is functional. http://hewitt-tech.com/store/

I guess you'll have to try to fix it yourself. If the pump is good, you'll need to remove the valve and see if it's stuck and try to clean it. Is it a 4 cylinder?https://www.youtube.com/watch?v=cw8vzuxc1eQ

It's called secondary air switch contol valve, yours should be same to mine even though I have a 4 cylinder with only one. You have two, they each have a two wire harness going to it, a 3/4 inch rubber hose, and a 1/8 vacuum line. Look at picture items 1 & 2 http://www.midatlantictoyotaparts.c...3898_5984230/EMISSION-COMPONENTS/8512250.html This is a old video of an older toyota but you should get the idea. If you know where the air injection pump is follow the black rubber hose to the air switch valve. Their's 4 screws that hold it together, suggest to get some throttle body cleaner, and have some old rags on hand. If you don't need the gaskets, you can always return them. YouTube & Googling questions has always helped me. https://www.google.com/search?q=toyota+tacoma+Secondary+Air+Injection+Control+Valve&espv=2&biw=1093&bih=506&tbm=isch&imgil=1LyK-yH2vzDBgM%3A%3BJY8LITHWKp405M%3Bhttps%253A%252F%252Fwww.tacomaworld.com%252Fthreads%252F2008-tundra-1grfe-v6-engine-dead-at-98k.232540%252Fpage-9&source=iu&pf=m&fir=1LyK-yH2vzDBgM%3A%2CJY8LITHWKp405M%2C_&usg=__kkQ4Iq05w-v9c_5BXQsmyR1seoo=&ved=0ahUKEwixirm0gc7JAhWBlB4KHSyyAtsQyjcIJw&ei=bLdnVrGkCoGpeqzkitgN#imgrc=1LyK-yH2vzDBgM:&usg=__kkQ4Iq05w-v9c_5BXQsmyR1seoo=
