I’m looking at a 2016 Tacoma SR5 in Pennsylvania. Please advice as to condition of this frame in reference to rust..

    A few.
I live in PA as well. Thats not bad for this area but if your not going to use fluid film or some other undercoating done, its a good idea to get underneath once or twice a year with a can of rustoeum and touch up any areas with rust.

The holes in the cross member would make it a definite no

just take a wire brush to it, clean up the rust, hit it with some rustoleum rust inhibitor/converter (give it a few good coats like 5-6) and then FF it and it'll be fine---i just recently cleaned up my frame a bit in some small spots i saw some surface rust

Definitely not a hole. You can see the paint flaking up.

not even paint, just hard grime flaking up. Paint underneath looks good

I'd just pressure wash the frame one day, and then Fluid Film the next day. It'll look like new once the Fluid Film catches some dust and turns black...

This truck looks fine. Clean it up a little (or not) and hit it with fluid film every year and it will last until you want a new truck. Yes, my frame was replaced under the extended warranty and that one does not have a problem.
