frame rust recall question.

    Had my tacoma checked out and the frame doesn't need to be replaced. They did the rustproof spray. I picked up the truck and a week later the spray is still wet and splattered allover the sides. I took it back. Service manager told me that it's fine and it will take a while to dry because of the extreme cold temperature we are having in NJ. I told him I'm concerned about the spray coming off when it hits puddles or when I wash it. He told me it's fine because it's not water soluble. Does this sound right?
    I'm having my doubts about what he's saying.

    I just got mine back from being done a few days ago and it was a gooey mess underneath. It's starting to dry now but I'm not crazy about the over spray on trans pan, brake lines, exhaust, etc.
