2013 Black Regular Cab 2wd

I came across this 5 lug while looking around here on the forum. I love the tire/rim setup and would like to get something similar on my Tacoma. I tried messaging the owner, but I got no response, and he hasn't been on here in years. Could someone help identify these tires/rims for me. Also, Do you guys thing that this truck has been lifted at all, or do you think it still has the stock Tacoma suspension.
