Help with part identification

There are two of these tiedowns in my bed, but one needs to be replaced. My search for "tiedown" has been fruitless. Is it even an OEM part, or was it added by the previous owner? The bolts go into metal inserts in the bed liner so ideally I'd like to find an exact replacement, or at least something with the same bolt spread.
