High Beam Help

My problem is, when I flip the switch forward to turn the high beam on, nothing happens, the lows stay on and there is no blue indicator on the dash. When I pull the switch back for flash to pass, the high beams come on and the indicator light on the dash does also.

Here's what I've done. The relays are good, the fuses are good, the switch makes connection when switched to high beam (removed the switch and tested it with a multi meter).

My question is, is there anything between the actual switch and where it connects into the fuse box? Any suggestions are also appreciated. I searched, but none related to my particular scenario. Thanks.
