So I lost one of my keys and the key fob to my truck at work. I had a locksmith make a copy and he was unable to program it. I took it to the dealership and they stated that its in a lockout due to a wire being tapped somewhere or damaged that is preventing them from programming a new key or key fob. Does any one have any information on where I can start or what to look for that may be causing the issue? They want to charge $400 just for labor in trouble shooting the issue

The dealer can reseed the computer, but u will need 2 keys after that is done. they cannot program a new key without the master which you do not have anymore.

They said there’s an issue with the wiring that’s causing it to be in the lockout mode? Or is that a lie to the actual reason

It is possible that a wire that is needed for programming is damaged.
I would be interested in why your dealer wants $400 for diag, or maybe this includes programming the new key after fixing the wiring fault that is present. If you dont trust that dealer then you could bring the truck to another toyota dealer and see what they say. At my (Ford) dealer we charge $130/hr, so that would be something like 3 hours of diag which is stupid in my opinion, for electrical problems we start with 1 hour of diag and go from there, further diag is not needed 95% of the time.

It could be possible. But lockout mode occurs when someone has tried to start the car excessively with a key that is not programmed to it. Which a reseed of the computer and programming of 2 keys would take car of. So i don't under stand how they came up with it having a wiring issue unless they have already tried to reseed it. That is the only why they would know.

They said for electrical diagnosis it’s a minimum of 3 hours of labor which is how they came up with $400

Would you happen to know if a wire were to be damaged somewhere causing the issue, where I should start looking?

Quite frankly thats way to fucking much for diag. I would go to a different dealer even if you have to tow the damn thing. Im usually defending the expensive dealer labor rate since I work at one and know how much all the newest tools we use cost, but starting with three hours of diag is not ok

Before you even drive the truck elsewhere I would call and ask what they charge for electrical diag for the first hour so if they say the same thing the current dealer is saying you know it should be XXX to diag for the first hour.
If I cant figure out electrical problems in under 10 minutes I change 1 hour diag to go further, and have only ever charged a second hour of diag once cause I found that a specific wire had a fault and I had to trace it all through the dash and firewall to find the bad part.
I can also check if Alldata has any wiring diagrams on the system, its a long shot but I'll check at work tuesday.

Well there are only a few wires that go from the main body ecu to the transponder ecu behind the hvac unit. I have never seen a car with bad wiring to one. I would go somewhere else the dealet just sound greedy or like they dont want to deal with it to start with 3 hours just to look at it, that or they gave it to a tech who doesnt know what he is doing.

Ok so here is what Alldata has, I am assuming that Engine Immobilizer would be the right section since it has a key transponder and I didnt see anything specifly about programming new keys.

First two pics are wiring diagrams.
Second two pics are connector views with pin numbers, looks like the connectors can be matched to the wiring diagram to know which pins are which.
Third two pics are the diags with what I would think should be looked at first.

The blue wires I circled on the fifth and sixth pages go from the ECU to the transponder key ECU and if those were bad I assume there would be a problem, I dont know which ones have to do with programming keys though.
The red wires I circled on the sixth page is everything else that makes the transponder key ECU power up and talk to things other then the ECU.
