    There is a board running under a camper top.o bought off of someone. It's most the way around. Was this stock or a added afterwards?

    No offense but those photos aren't the best. Pretty hard to tell, but photo #1 gives the best clue. I'm going to say no, the "board" is not part of it. I'd take off the board or any gasket material left in the mounting channel on the cap, then go buy a new seal that has double "bulbs" like the photo below for the best seal. Also consider using some silicone at the corners where there are gaps in the bed and you'll have a nice watertight seal.
