Tacomaworld has been incredibly helpful in resolving my issue.

I was getting P0500 intermittently with zero issues with the speedometer, other than the check engine light. My scanner had freeze frame data showing 0 MPH when I first started driving at 1500 RPM. Even watching the speedometer showed it working perfectly.

It was like this for a couple months before it was more frequent. I took the plunge after seeing numerous people solving this issue with a new cluster. Which turned out to be it!

The odometer had to be reprogrammed to read the previous mileage. Tacoma Speedometer in Tacoma, Washington did this.
