Push button 4x4 issue

    2002 trd 5 speed
    2.5 lift
    Push button 4x4 on my 02 TRD 5 speed will only fully engage if truck is shut off, started back up and then locked into 4 lo, after that it will engage 4 hi also. I can hear the actuator on transfer case run when i hit switch but it definitely does not engage front diff and indicator light doesnt flash. Anybody have a solution for the same prob? Also what would be involved with just swapping in a manual transfer case?
