Tried closing the tailgate with a load of gravel pushing back on it, and one side popped off the hinge. The camera cable grommet in the bed is out and I want to take the tailgate off to fix it. Does the camera cable to the tailgate in the '09 Tacoma have a quick connect/disconnect clip?

yes, check behind the rear bumper area, there is a plug that you can disconnect to remove the tailgate. You should also have a cap in the glove box that you use to cover the plug if you plan on leaving it disconnected.

epa4wd is correct. 09+ have instructions in the manual and on a couple of stickers around the tailgate to remove that plug and use the plug/socket covers included with the truck.
