    Nope. It's because it's mandated by federal law (Americans with Disabilities Act). The banks actually tried to obtain an exemption for drive-through ATMs.

    It makes sense to build all new ATMs with the same keys now, but back when the law was passed, it mandated the banks to change already existing keys, which was more expensive and why they tried to exempt them.

    It's also feasible that a blind person may ride in the back of a cab.
