RPM Gauge fluctuating

    '94 Pick-Up
    My RPM gauge is fluctuating while idling and sometimes while driving. I am trying to adjust my idle speed but the gauge isn’t accurate. While I am idling it jumps between 500RPM or 750RPM. I want it a solid 750RPM but I don’t know truly what it is considering one min it will be where I want it 750RPM and another min it will be at the half way mark 500RMP. Anyone know why it is doing it or how to fix it?

    I jumps around from 500 to 900 when warm.
