Are there any holes? If its just a surface kind of rust then you can just do what Brian suggested.

I've used POR15 on many projects with great results. The down side are two fold: it's UV sensitive and chalks up if left in direct sun for a long time but that shouldn't matter for the frame; and don't get it on your skin or you'll be wearing it for a week or two. Prep is the key. Google it and go to the manufacturer's web site for instructions and precautions. There's also a similar product that is UV stable called Rust Bullet. Finally, Eastwood products have rust encapsulation paint.

I have no holes... patches of brown spots just popping up all over the frame... I think this past winter killed me with the damn salt/brine solution that they put down on the road... Im going to take a look POR 15 ( if it gets to be pain in my asshole) then rust-o-leum, but also don't want to see black patches... I guess its way better than rust patches
